TIMELINE: The history of government bonds and construction at City College

Despite recent measures passing, students will not see benefits for years

On Dec. 3, San Diego officially certified the results of the 2024 general election. San Diego voters approved State Proposition 2 and Local Measure HH, which would see over $3 billion in government bonds awarded to the San Diego Community College District.

According to SDCCD, the money allocated to City College is going to be put toward infrastructure maintenance and development, according to a district news release. A large portion is expected to be put toward the development of student housing on campus.

Students who are currently enrolled are unlikely to see the full benefits of these funds. The Rainbow Report, an internal report that kept track of infrastructure developments afforded by local measures S and N, stated the first development project was submitted for approval in 2004 to the Division of the State Architects. The final project would not see its construction completed until 2021.

Below is a timeline that summarizes the impact that props S and N had on City College. Passed in 2002 and 2006, respectively, the measures brought over $1.555 billion in government bonds to the San Diego Community College District, with City College only receiving a portion of that money.

Their impact was immense: over the course of more than 15 years, they funded the construction of the BT, AH, and S buildings and numerous renovations, according to the Rainbow Report.
